“Rot to Plot & Plot to Potlo”: Prabhav Raises Concern Over Urban Planning Approach in Margao

Margao: Youth leader Prabhav Naik and the Madganvcho Awaaz have voiced concerns regarding the proposed urban redevelopment plan for Margao, spearheaded by MLA Digambar Kamat. The group has described the plan as detrimental to the city’s architectural heritage and social fabric.
The remarks came in the wake of a portion of a building collapsing near Cine Lata, the second such incident reported in under 24 hours. Naik stated that these incidents reflect a larger issue of structural neglect in the city. He criticised what he termed a lack of proactive governance and accountability from the local administration.
According to Naik, the redevelopment approach being promoted under the guise of a “Master Plan” could potentially displace long-standing communities and small businesses, making way for large-scale construction projects. He alleged that the plan may favour external real estate interests over local needs, contributing to a slow transformation of Margao’s traditional character.
Naik also raised concerns about the preservation of Margao’s Indo-Portuguese architectural identity and green cover, urging a more inclusive and heritage-sensitive approach to urban development. The phrase “From Rot to Plot & Plot to Potlo” was used by Naik to describe what he believes is a process of allowing buildings to decay, converting land for redevelopment, and eventually constructing high-rise complexes, often without adequate regard for infrastructure or environmental concerns.
Madganvcho Awaaz has called for a review of the redevelopment proposal and advocated for a people-centric urban policy that prioritises heritage conservation, community welfare, and transparent planning processes. The group appealed to the public to engage with the issue and participate in shaping the city’s future through democratic means.
