VISHAL PAI CACODE DEMANDS IMMEDIATE UPLOADING OF 12TH SESSION BRIEF REPORT

Panaji : The issuance of Bulletin No. 254 dated 4 July 2026, announcing the 13th Session of the Goa Vidhan Sabha, has once again exposed the casual and lethargic functioning of the Legislature Secretariat, as the Brief Report of the 12th Session is still not available on the official website, stated Vishal Pai Cacode, Political Analyst.

He said it is surprising that, while the next session is publicised quickly, the official record of the previous session remains inaccessible to citizens, researchers, the media, and even public representatives. Such selective urgency reflects poorly on institutional discipline and raises serious questions about accountability.

The Goa Legislative Assembly Secretariat is duty-bound to ensure the timely publication of session reports, proceedings, and legislative documents. Delays in uploading the Brief Report cannot be treated as a routine lapse, as they directly compromise transparency in the House’s functioning, said Pai Cacode.

He further stated that the Goa Vidhan Sabha is the temple of democracy, and citizens have every right to know what business was conducted, what issues were debated, and what assurances were made on the floor of the House. Access to legislative information is not a favour but a democratic right.

Vishal Pai Cacode demanded that the pending report be uploaded immediately and that a time-bound mechanism be put in place to ensure prompt release of all legislative records, stating that transparency delayed is transparency denied, and public trust depends on openness and responsibility.
