Use of ‘Calling Attention’ Procedure Questioned in Goa Assembly

Panaji : Vishal Pai Kakode, a Goa-based political analyst and engaged citizen, has written to the Secretary of the Goa Legislative Assembly expressing concern over the alleged misuse of the ‘Calling Attention’ procedure for issues that do not meet the criteria of urgency or public importance.

In his letter dated July 7, Pai referred to a Calling Attention motion tabled by Leader of the Opposition Yuri Alemao on March 25, 2025, seeking the establishment of a museum in honor of the renowned cartoonist Mario Miranda. While acknowledging Miranda’s significant cultural contribution, Pai contended that the matter falls outside the ambit of Rule 63 of the Rules of Procedure and Conduct of Business, which limits such motions to issues of “urgent public importance.”

Emphasizing the need for procedural discipline, Pai stated that “symbolic demands, however well-intentioned, should be addressed during discussions on budgetary allocations or supplementary demands, and not through instruments meant to raise time-sensitive concerns affecting the general public.”

He further suggested that the government consider establishing a comprehensive Art and Culture Centre to recognize the collective contributions of Goa’s artistic community, rather than confining the honour to a single individual. This, he argued, would serve as a more inclusive and representative tribute.

Pai has requested that the Assembly Secretariat adopt stricter scrutiny of future Calling Attention notices to ensure adherence to legislative norms. He also urged that his letter be placed before the Business Advisory Committee during its scheduled meeting on July 8.

The intervention by Pai draws attention to a broader concern about the sanctity of legislative processes and the need for judicious use of procedural tools in representative institutions.
