Ravindra Bhavan Booking System Raises Transparency Concerns

MARGAO: Ravindra Bhavan, Margao, a long-standing centre for art, culture, and community engagement in South Goa, is facing criticism over recent changes to its event booking system.
Former Member of the State Cultural Development Committee, Vishal Pai Cacode, has voiced strong concerns about the new procedure, which allegedly requires every event booking to be personally approved by the institution’s Chairman, Rajendra Talak.
“What was once a simple, public-friendly system has now turned into a gatekeeping mechanism aimed at centralizing power in one individual’s hands,” said Pai Cacode, alleging that the change compromises administrative transparency and undermines democratic norms.
In a statement, Pai Cacode criticised the policy shift, describing it as an attempt to turn a cultural institution into a “one-man show”. He called for the involvement of the newly appointed Member Secretary to review and address the matter, urging that decisions regarding venue access follow an accountable administrative process rather than individual discretion.
“This isn’t administration, it’s dictatorship in disguise,” he stated, warning that such centralisation could hinder cultural events and delay community initiatives.
The remarks come amid growing unease among artists, organisers, and community stakeholders, who reportedly find the current system restrictive and unpredictable.
Pai Cacode further added, “The very spirit of Ravindra Bhavan lies in openness, accessibility, and cultural collaboration. This model of ego-driven control stands in opposition to those ideals.”
He has appealed for a re-evaluation of the policy and the establishment of a clear, rule-based booking mechanism that ensures equitable access to the publicly funded facility.
As of now, Chairman Talak has not issued a public response to the criticism. Queries regarding the new policy remain unanswered by the administration.
