LoP Lacks Staff, Raises Democratic Concerns: Vishal Pai Cacode

Margao: Questions have been raised regarding the preparedness and administrative functioning of the Leader of Opposition (LoP) in Goa, who is expected to attend an upcoming 15-day Assembly session without essential staff.

According to political analyst Vishal Pai Cacode, the LoP is currently operating without an Officer on Special Duty (OSD), an Under Secretary, two Private Secretaries,  two computer operators. These roles, he noted, are vital for research, coordination, documentation, and execution of responsibilities in the Assembly.

Commenting on the situation, Pai Cacode said the lack of support personnel indicates a possible oversight in maintaining the institutional framework necessary for the effective functioning of the office. “A constitutional role such as the Leader of Opposition requires a minimum support system to ensure informed participation in legislative proceedings,” he said.

He added that the absence of staff not only limits administrative efficiency but may also affect the Opposition’s ability to engage meaningfully in debates and oversight.

Referring to the situation metaphorically, Pai Cacode remarked that it resembles an “Opposition Airlines” preparing for takeoff without essential crew, a scenario, he said, that could lead to avoidable disruptions. He urged that the post be treated with the seriousness it demands, suggesting that steps be taken to restore the full complement of staff promptly.
