Ghost Voter Operating From Leader of Opposition’s Office: Vishal Pai Cacode

Margao: Former OSD to the Leader of Opposition, Vishal Pai Cacode, has written to Leader of Opposition Yuri Alemao raising serious concerns over entries in the Electoral Rolls of 2025 (updated on 06/01/2025) which appear to show the same individual enrolled in more than one constituency under different surnames and holding separate EPIC cards. According to the information cited in the letter, the said person is reportedly functioning in the Office of the Leader of Opposition as a “Liaison Officer.”

Pai Cacode pointed out that if a person attached to the Office of the Leader of Opposition has secured multiple electoral registrations, the issue cannot be dismissed as a minor clerical error. He stated that such a situation amounts to a serious electoral irregularity that strikes at the very foundation of democratic integrity, particularly when it involves a statutory public office funded by taxpayers.

He further observed that at a time when the Indian National Congress is raising the issue of “Vote Chori” and demanding electoral purity, the presence of such an individual within the Leader of Opposition’s office raises troubling questions. Pai Cacode has asked whether any proper background verification was conducted and under what authority an unsanctioned designation like “Liaison Officer” was created.

In his communication, Pai Cacode has also sought clarification on the exact duties assigned to the individual who has now appeared as a possible “Ghost Voter.” He cautioned that allowing persons with questionable electoral credentials to operate from within a statutory office risks creating a perception of misuse of the office and damages public confidence in democratic institutions.

Pai Cacode stated that he had written the email to the Leader of Opposition on 10 February 2026, seeking clarification and urging that the complete facts be placed before the people of Goa within seven days. However, as no reply has been received till date, he has now decided to lodge a formal complaint before the appropriate authorities seeking a thorough investigation into the matter.
